Post Award Subcontract Opportunities
(PASO) Support Model

LSGS PASO Model History

• Engineering & Architecture Services

• The PASO Model is to develop a long-term partnership with our Prime Contractors by leveraging our recruitment expertise within the Government contracting space.

Benefits of PASO Model

• Achieve favorable CPARS metrics (fill rate percentages)

• Increase program efficiencies by reducing “time to fill” of open positions

• Ability to capture additional program FTE count due to cost savings

• Increase agility and flexibility to corporate structure

• Increase surge capability

PASO Support Model

Case Study 1:
Space-Lift Range Systems

  • LSGS joined the Space-lift Range Systems (SLRS) contract, a large single award IDIQ which provided support to the Air Force Space Command, Space and Missile Systems Center, Eastern Range (ER) at Patrick Air Force Base (AFB)/Cape Canaveral Air Force Station, FL, and the Western Range (WR) at Vandenberg AFB, CA. LSGS was asked to provide Sub-Contractor labor to support additional task orders that were given to the prime, Exelis, in the sustainment and modernization areas.
  • Exelis needed assistance in the hiring of additional labor to ensure timely fill rates and mission success. LSGS was able to provide niche skillset support at a lower rate than originally bid allowing Exelis to increase their margins on the additional task orders awarded.
  • The main functional areas of work on this contract included: Sustainment Engineering, Configuration & Data Management. Test and Evaluation, On & Off-Site Depot Level Maintenance, Depot Level Software Maintenance, Systems Engineering and Supply Support.

Since this time LSGS has replicated the PASO support model to assist a multitude of customers with varied skillsets worldwide.

Case Study 2:
JCI – Federal Systems and Government Technologies

In 2013 LSGS met with JCI Government Technologies (formally Tyco Federal Systems) to discuss a solution that would enable them to augment their current internal staff in order to support their portfolio of contracts. Their current model of staff augmentation was using staffing agencies to supply them with workers in a “temp to perm” scenario. This model was posing two problems that needed to be addressed:

  • 1 The quality of candidates presented were mediocre because gainfully employed candidates were not interested in a “temp to perm” scenario.
  • 2 Secured candidates began searching for permanent opportunities in order to parlay JCI into a permanent position—creating team-wide tension, contractor resignations, and premature permanent-hiring before candidates demonstrated adequate competency.

The LSGS model differed from the typical “temp to perm” model in that the candidates would be a permanent LSGS employee – receiving competitive pay, health benefits, PTO, holiday pay and access to our 401k program. LSGS’s all inclusive bill rate would allow JCI to still see a profit margin on each LSGS employee.

Since 2013, LSGS has provided over 150 employees in support of JCI Programs resulting in expansion to other JCI business units including: Government Technologies, Federal Systems and Building Systems North America. In addition, LSGS’s employees have supported both Federal (U.S. Marshal’s Service, USAF, Missile & Defense Agency, VA) and Commercial (Facebook, Google, PG&E, JP Morgan Chase) customers.
