Loyal Source is looking for a Senior Manager of Proposals for an employment opportunity in Orlando, Florida.

POSITION PURPOSE

The Senior Manager of Proposals is responsible for overseeing the development and submission of organizational proposals showcasing Loyal Source’s value and capabilities. The Senior Manager oversees Proposal Managers, Proposal Writers, and Proposal Coordinators and also engages in leading and responding to Requests for Proposals (RFP), Requests for Quotes (RFQ), and other bid opportunities to bring in new business and expand existing business. They oversee the entire proposal process, ensuring quality, compliance, and timely proposal submission. In addition, the Senior Manager oversees all aspects of the proposal process including identification of proposals, assignment of duties, writing compelling proposal content, editing drafts, coordinating and facilitating productive proposal color team reviews, reviewing and editing for quality and compliance, and submitting final versions. The Senior Manager of Proposals will report directly to the Senior Director of Strategic Development. This position provides early capture and proposal expertise across all relevant business divisions and focuses. This includes but is not limited to government and commercial healthcare, technical services, defense, and other strategic business ventures.

The Senior Manager of Proposals will manage a team of proposal managers, writers, coordinators, and subject matter experts to develop high-quality proposal content while also demonstrating the skills necessary to perform these roles. These responsibilities require leading the development of proposal teams, following up with Strategic Development leadership on established proposal teams, reviewing RFP/RFQ requirements, ensuring timelines are met, and working with stakeholders from across the organization to complete RFP/RFQ responses. The Senior Manager of Proposals will partner with Strategic Development leadership to develop and maintain a repository of capabilities and artifacts, support the BD direction of the organization, and identify new lines of business.    

 

ESSENTIAL FUNCTIONS AND BASIC DUTIES

  • Provide overall leadership for the proposal process, ensuring alignment with Loyal Source strategy and goals to include daily proposal management activities and development of work plans, schedules, and milestones for assigned team members.
  • Assign proposal managers and leads for RFPs, RFQs, Invitations to Bid, and Requests for Information (RFI)/Sources Sought; specifically reviewing the analysis of the scope of work, instructions to offerors, evaluation criteria, terms and conditions, pricing requirements, and other proposal requirements.
  • Oversee the proposal development lifecycle from initiation to submission. Oversee, plan, implement and coordinate proposal lifecycle functions for competitive bids including: organize and conduct proposal kickoff meetings; review RFPs / RFQs to prepare compliance matrices; prepare proposal templates; prepare, send out and track data calls; coordinate with teammates; documenting tracking and version control; set up and running Color Team reviews; proposal content development, writing, and editing; manage all contract forms and signatures; respond to additional documentation; execute proposal production.
  • Work closely with the Chief Strategic Officer, Vice President of Business Development, Senior Director of Strategic Development, capture managers, business developers, line managers, and other subject matter experts to create and refine compelling and compliant proposal content consistent with relevant themes.
  • Review all work products of team members to ensure highest quality standards and compliance with proposal requirements.
  • Serve as the leader of active and assigned proposals, including the communication of progress to senior leadership.
  • Manage and mentor junior staff and provide regular constructive feedback to assist with employee growth.
  • Monitor the production of proposal materials to ensure technical, management and past performance compliance, making edits and updates as necessary.
  • Communicate progress and outstanding issues throughout the proposal process to the necessary players and managers.
  • Ensure all final proposals comply with RFP requirements and facilitate the timely submission of proposals.
  • Develop and maintain a library of proposal templates, standard language, and past submissions for efficient use in future proposals.
  • Oversee the maintenance of an archive of all proposals following final submission.
  • Implement and refine proposal processes, methodologies, and tools to improve efficiency and effectiveness.
  • Oversee the development of proposal strategies and themes.
  • Research background information relevant to the project and customer.
  • Oversee compliance of all documents to include grammar, style, and content.
  • Work with internal stakeholders to update boilerplate on a continual basis and maintain resource library and proposal archives.
  • Provide training and development to the proposal team and other employees involved in the proposal process.
  • Track proposal metrics and outcomes to measure effectiveness and identify areas for improvement.
  • Manage and optimize the use of proposal development tools and software.
  • Participate in post-submission debriefs and apply lessons learned to future proposals.
  • Ability to analyze and interpret complex RFPs, contracts, and technical documentation.
  • Perform other duties as assigned by the Senior Director of Strategic Development and/or the Chief Strategic Officer.

 QUALIFICATIONS

  • Bachelor’s Degree in a relevant field or combination of education and equivalent work experience.
  • Minimum of 7-10 years of demonstrated experience writing and editing proposal content for federal government customers.
  • Minimum of 3 years of leadership and direct people management experience in a professional environment.
  • Demonstrated understanding of federal and commercial acquisition processes that guide proposal development requirements.
  • Superior written and verbal communication skills in the English language.
  • Highly organized, detail oriented, and demonstrating strong time-management skills.
  • Ability to work well under pressure, meeting tight, multiple, and sometimes overlapping deadlines.
  • Ability to set priorities and multi-task.
  • Ability to work in fast paced, high stress environment, while maintaining a good working relationship with all members of the team, all customers, and management.
  • Ability to think strategically, critically, apply sound judgment, be resourceful, troubleshoot, and take initiative.
  • Be self-motivated and able to work with limited supervision.

 PREFERRED QUALIFICATIONS

  • APMP Certification
  • Prior Healthcare Industry experience to include federal and/or state and local government clients.
  • Familiarity with the OASIS and MQS contract vehicles.
  • Demonstrated understanding of healthcare and technical services industries.
  • Proficiency in proposal development systems (e.g., AI development tools).

TECHNOLOGICAL ABILITY:

  • Expert in the use of SharePoint, Microsoft Word, Excel, Teams, and PowerPoint
  • Competent in use of Salesforce and other data integration platforms to include AI platforms
  • Be familiar with and have the ability to learn applications such as CDM programs and pipeline programs as a requirement of the job.

Note: The role may require long hours, especially when facing proposal deadlines. It may also require some travel for client meetings or to coordinate with different parts of the organization.

PAY: $150,000 per year based on qualifications and experience.
